Tidy up changes from LV2r3.

Remove references to nonexistent lv2:float.
Update version to conform to new definition.
Update date.
Simplify obtuse language about properties ("with object").
Remove redundant description of mandatory port properties.
Require lv2:binary to be present in manifest.ttl.
Generic description of lv2:minimum and lv2:maximum.
